And yes, please buy a hunting and fishing permit if you're going to use the game lands. Some of them even have shooting ranges you can use for free if you have a hunting license
But you can camp in state forests. Just look on the DCNR website, I usually go to weiser or pinchot state forest if I don't want to drive far. The only national forest in PA is Allegheny and that's on the whole other side of the state.
