Ponchos are loose, not having a perfect fit. They're not advisable for rains w/ strong winds. When the wind blows, it snaps the side opening of the poncho, & you'll get wet. Worse, it could be a wind sail & drag you away. They can also get caught on things more easily.
BTW Gore-Tex makes some good boots.
