As we all know it has fuck all to do with the satellites since that's a 1-way communication (as another anon explained), but there's plenty of tech out there used by the aforementioned class of operational personnel that is used to locate (or at least give a bearing on) electronic equipment. So if you think you have some enemy operators operating in your backyard you might deploy a few teams of your own, listen for electronic activity, do some triangulation, and bob is your aunt because he identifies as a woman. You may have noticed that military hardware often comes with a big bloated chassis like pic related, this is obviously to make it more physically resilient and to shield from muh EMPs, but also to limit the shit it emits.
