You are correct, by the time you finish it you've gone beyond the cost of a mobile home. Although my "cabin" is built to house standards so is much more robust.

Electricity is cheap to run (usually).
My local power company gives 300 feet free, after that its $4 a foot overhead, $7 a foot underground.
I had to install my own service pole and meter box but the next county over does that for free. I payed some guys iirc $250 to bring out the 20' pole, drill and set it. Meter box was a combo unit with meter socket, main cutoff and 4 circuit breaker slots for the well- about another $150.
Septic system was $2,000.
Have the site inspected BEFORE you set a building. Friend works for the health department and at least once I month I hear a story about how someone bought land and they can't put a septic system anywhere on it because of flood plain, shitty dirt, too close to neighbor's well etc.

My county has very few regulations- but even they require a permit to move a mobile home onto a property- and it can not be older than 20 years.

There is always options out there, you just have to put effort into it.
I bought a prefab cabin for $250 a month, nothing down.
Almost froze to death the first month (moved in February).
Saved for a couple months to get electricity.
Saved for another year to get a septic system (I showered at a friends place and shat in a bag when at home).
Saved for a couple more years for a well.

I was willing to suffer and live in squalor to make a better future for myself.
