Can it be done? Yup. With enough time/money/effort, absolutely.
Odds of the government taking control of every radio resource in the region stopping civilian communications entirely? Or an EMP taking out every electronic circuit in a 400 mile radius? Slim to none, back to

Repeater sites are usually fairly well built (colocated with commercial/emcomm/broadcast stations most of the time), battery backup and standby genset to keep everything online for ~7 days. Shit's pretty durable.

I don't really consider myself a "prepper"... but I can run off-grid for days. I have the equipment to do so comfortably because it's what I do when I'm in the mountains snowmobiling for a weekend. Generator, big-ass battery in the trailer for hte furnace/lights, radio equipment, plenty of fuel (big-ass truck to feed and a sled or two), no cellular coverage, and usually cold as fuck outside. As much as I love to mentally masturbate to the idea of a SHTF scenario and hams saving the world, I know it's an extremely unlikely situation.
