it never hurts to ask and offer up a case of beer for their efforts. you also might want to look and see if there is a bait service in your area. cast netters or net boats. they always end up with dead bait which they toss.
I worked commie boats for a few years and it was illegal to keep by catch. I used to fill a igloo with bait to take home to freeze all the time. it wasnt until some time later like a year or so when i realized what i was doing could've lost my friend his boat & license. guys on the boat were like "fuck i always thought that was your lunch in the cooler" lol
