3rd party maritime security companies get around this by ONLY having weapons in international waters and their flag country. So if you want to go through a pirate infested shithole, they'll board your ship with arms once you're in international waters, brief the crew, make the passage, then debark before entering a nation's territorial waters. That way you get security but without the administrative and prison problems.
