Before internet, fiber, satellites... there was long lines to make long-distance phone calls and carry TV signals.
Before long lines, there was "L-carrier", a transcontinental coaxial carrier system. This site was originally L-carrier, then upgraded to long lines, and served as a major infrastructure hub in the region before the modernization of the bell system.
This rack was part of the monitoring and alarm/notification system for the equipment on the site.
