I drive past the forest service sign on any of those roads and from there you can go anywhere you want. There are some private lots and leased grazing areas scattered in the public land but they're all posted and fenced.
Not sure how the rest of CO is, but around Leadville there's a shitload of private property that's open to hikers just because the owners live out of state and leave it open for people to use. I just assume it's ok to hike anywhere unless there's signs or fences.
