The first step to starting is getting inspiration. Look around for packs that you like, but aren't super complicated. For a long time, I was obsessed with Duluth packs and I would just browse around and look for designs to essentially copy.

Templates would have been nice, but they don't exist, so just look at the dimensions of the pack listed in descriptions and base the main bucket off that, then add everything based off what looks right. You learn a ton as you go, don't be afraid to jump into a project without a complete plan. My first pack was a complete mess, but I learned a lot making it.
It is possible to make packs with cheap modern sewing machines, but you'll have to use very lightweight materials. If you don't already have a sewing machine, ask your mom, grandma, gf, etc.
I HIGHLY recommend actually using a high power machine though. I found a perfect condition singer 15-91 on craigslist for $80 that can sew several layers of leather. These vintage machines are very powerful and can be found for very cheap. look around craigslist.
For materials I mostly work with canvas, and I really like

http://www.rockywoods.com/ is great for general materials you need like webbing, buckles etc.
In short get a sewing machine, some fabric, thread, and literally just fuck around, it's the best way to learn.
