>>1337396fly fishing is only popular for them because they spend a lot of time eating tiny things and the easiest way to present such a tiny thing to a trout is with a fly rod. they are caught plenty on crank baits marabou jigs and inline spinners, people just choose to fly fish for them because when they are being finnicky and don't want to agressively chase down a minnow but would rather passively feed on aquatic insects, there's nothing better than a fly rod.
