With no government assistance, you can still survive as an idiot and produce plenty of idiot children. Because even without government welfare there's charity from other sources, and more importantly technology has made getting enough food to live a trivial thing.
So unless if you also want society to go full primitivist, the only 3 viable paths to a less dumb population are better basic nurturing, education, or actual eugenics.
