You have to format the card properly to make CHDK load automatically. If you use 4GB cards you can format the whole thing as FAT16, bigger cards you can make a boot partition with the rest formatted normally. Then you have to lock the card to make it actually boot (it'll still save your photos). This program does it more or less automatically - I had to run it twice on an 8gb card to get it to install properly but I think that was my fault. Also it has to be running as admin or it won't format the card, and drag and drop didn't work so I had to browse for the sample photo:
