A Zulu strap is designed to secure a dive watch to a wrist. The two buckles that are next to each other keep the watch on the strap when you take it off (not necessary for the F-91W because the fit is so tight, but would help on a watch with traditional lugs), the two that are spaced out secure the tail of the strap after adjusting it to your wrist, and the buckle with the tongue is what secures your adjustment.
