Still, it's transmitting at high by default. Select-all and configure to low-power.
Mobiles do the same thing. The one in my pickup is 50 watts on high power. Kicked everything down to low (5W), occasionally bump up to 10W. I don't think I've ever used 30 or 50W. Good antenna tuned for the band and you're good with lower power.
Repeaters on mountaintops are 70-100W depending on coverage area and power availability. Anything over 100 is few and far between... typically just don't need that kind of power, or the headaches/expenses that comes with running higher power levels regardless of what licenses allow for.
