As I recall, the rule was that you could camp anywhere some distance and out of line of sight of the trail. Also, sagebrush smells great.
If you like prairie dogs and big fields, I think you'll be pretty happy in TRNP.
Also of note: on my way there people suggested that I avoid the northern section because of the large quantity of oil traffic in that area (probably less relevant to you in your car than to me on my bicycle).
To do my hike, I had to ford the Little Missouri River. That will probably be much more difficult, if not impossible, at this time of year. Look into it.
