Did you ever stop to consider that some people only "loose leash" walk their dogs if their dogs are well-behaved? All i have to do is whistle or say his name once and he comes running right back. Also, if i tell him to stay behind/beside me while walking (by telling him "stay" while we're walking and holding my hand out in a "stop" gesture) he will until he is "released." But, I'm sure the phrase "case by case" is completely lost on you.
