Whether or not they work depends on a number of factors. The two main factors as to whether or not a bag works are the competence of whoever set up the bag and the craftiness of the local bears.

Its nearly impossible to render your food storage bear completely proof but a properly set up bear bag can provide decent protection against lazy/stupid bears.

Repackaging things like rice, flour and sugar into soda bottles is enough to keep the mice and bears out of it and also waterproofs it.
