The basic concept of american property ownership in the calssical sense is that the land is public, but the fruits of your labor is yours.
Putting posts is a type of improvement, but not enough to warrant perpetual private posession.
You are granted reprieve from public posession in order to extract useful goods from the land you are given for a brief period of time, if you do not do so, you are obligated (in the theoretical sense) to revert it back to the state.
