Also what region are you in? Kinda late to have a swarm. "Swarm in July ain't worth a fly" and all that, they rarely can build up in time for winter, but maybe you're in a winterless place like southern Texas. I'd guess, if they're built up inside the box you can give them another box to go upwards. Maybe put it on bottom if they seem really into building down.
