Most people in downtown don't care enough to act out, and most folk in smaller towns aren't racist. You will still get condescended to, and treated like an interesting pet if you speak Japanese (especially if you do it with a heavy accent or limited fluency).
Don't expect folks to accept PDA (even hand holding) or obvious signs of relationship with a native or native appearing girl basically anywhere in Japan. Well, let me take that back, no one gave me shit. But she was constantly taunted (mostly innuendo about my outsized white man genitalia) in suburbs and cities (esp on public transit); in rural areas, people didn't taunt, but many (especially women) made it clear that they disapproved, morally, and occasionally would speak as if they didn't notice (but obviously so, offers to introduce her to nice Japanese men, etc). Men in rural areas mostly did their best to ignore it, as one might try to ignore a large mole on the nose of someone they need to look at for hours, poorly but politely hidden distaste, if you will.
In Korea, the only racism I've encountered was at the hands of college age punks. And I do mean punks, not just people of college age, but people with that "professional protester" look, rabble rousers, etc. "Polite company" obviously disapproved of this, (a yelling match ensued once).
Didn't try dating a Korean girl, wasn't there long enough, so I don't have any insight into that.
