Cotton jackets are good against cold, but not against humidity.
Most synthetic outer-layer jackets are made of polyester or nylon.
A poly-cotton mix is quite common.
It depends on a shitton of variables - your climate, the item of clothing, what you are doing with it, for how long etc
Avoid acrylic items though, that's just pure shit
