It was to identify trespassers, people going over their bag limits, hunters without licenses, etc. Actually there is a famous case of a trespassing Hmong guy killing a bunch of people. They caught him because one of the guys allegedly scratched his back tag number into the dirt as he lay dying.
Walmart, hardware stores, gas stations, sporting goods stores, probably even bars, sold them. I cant speak to the old ones but the new ones were only good for one year -- they were your hunting license. I think they did away with them to save some money.
