Comfy in cold and windy weather on a budget.

If you don't have tons of money to spend on high end hardshell or down softshell how do you keep yourself comfortable in shitty conditions?
People say layering is the key but I try to do that but back sweat always fuck me up good. As advised on /out/, I gave up on cotton shirts and even with synthetic, fast drying fabric it sucks.
