What would you put in a 20L bag to help someone survive a general survival situation?

sol bivy bag & tarp and fleece sleeping bag liner
couple space blankets or polycro sheets, 50m of 1.75mm dynema (150kg) line
spot or beacon if you can afford otherwise solar charger for phone or ham radio
3l water in reusable bottle, more in arid areas
headlamp
2 bics and a ferro rod
metal cup (500ml) with handle
Esbit stove
big SAK or Leatherman
sawyer water filter
beefy first aid kit
flare, whistle, compass
fill the rest with candy bars

should keep you alive for 72h+ in your average survival situation.

mate he said general survival situation which normally is getting lost in bad weather and have to make it back to the nearest road, not doing week long trapping expeditions.

A ham radio.

My general idea is that knowing it is survival, everything should be geared toward being found quickly.
So get a big wet fire going and shoot off flairs while calling on the radio for help.

head lamp, preferably rechargeable off the same charger as your phone, otherwise have 3 sets of batteries not stored in the light
full tang knife
pry bar hatchet combo
2 lighters
10 matches in aluminum foil in ziploc bag
a handful of dryer lint in the same ziploc bag as the matches
whistle
can of spray paint or a magnum sharpie
