The exact opposite in Germany, where it's legal to camp outside (as long as you don't camp in nature protection areas), but EVERYONE is on your ass if you do so and calls the police which will harass you.
By my own experience, NL > GER in terms of camping outside. Plus I'm sure the Dutch camping sites would make you a nice price for a year long rental plan if you want to exclude the risk.
