If you're looking in Home Depot and Lowe's, you won't find anything worth buying but Fiskars. Yes, they are synthetic handles, but their cost to quality ratio is good. I keep a Fiskars hatchet in my trunk for emergencies.
Quality axes are a little harder to find. Some Ace stores carry Council, though most just carry Collins junk.
Look around your area for landscaping supply stores, power equipment retailers, etc. They'll usually promote Stihl or Husqvarna brand, and may carry axes branded by those retailers.
Husqvarna axes are made by, I believe, Hults Bruk in Sweden. Very high quality, but about half the cost of their own brand axes.
Stihl axes are made by Ochsenkopf in Germany, and some in Italy (I believe made by Rinaldi). Very good axes for the price.
