There's a whistle compass, and a flint steel on your bracelet already, so get rid of the standalone whistle, compass, and firestarter. Also foam from inside your case could work as earplugs in a pinch so drop the plugs too.
All in all, solid kit tho.

Yeah, but the flint and steel (on the bracelet) doesn't give off any sparks what soever and the stand alone whistle is loud as all balls (probably why the earplugs are there)

One serious tip:

If you’re going to store it for awhile, don’t keep the batteries in the flashlight or any other electronics. I destroyed a little Maglite I kept in my tackle bag doing that and it took awhile to clean off all the shit to get it working again.

Bic lighters are difficult in more than a tame wind.

Also ferrocerium rods are not difficult if you know what you're doing and have experience.

While undoubtedly true, it's also easy to inadvertently discharge the fuel with something pressing against the button leaving you empty and fireless.
Always have a backup (preferably some other type).

Bic actually had simple device that would prevent this, but quicky discontinued it when "people" started complaining it was too complicated to use ( remember seeing a drunk chick trying unsuccessfully to light her cigarette) plus was not in the company's interest to do so.

How much of a budget you on?
I'd add a foil blanket, poncho, wetfire tinder, bandanna, a mini bic lighter, a collapsible platypus bottle and a couple ziplock bags with a strip of chlorine water treatment tablets.
