It is roasted flour, usually barley flour and sometimes also wheat flour. It is usually mixed with the salty Tibetan butter tea.
You can mix it with milk, water, other kinds of tea, oil and whatever you want.
It does not have to be baked because the flour is already roasted.
In case of hunger just mix it with powdered milk and water. Tastes a bit like unbaked cookie dough and is a highly energetic food when outdoors.
OP: You can add Nestle canned condensed milk if you wish too.
