A little bit of wax and you are ready to ski. It only gets expensive if you have to travel for hours to get to snow or if you stay in hotels.
Even downhill skiing can even be reasonable if you get a season pass and use it often. There are plenty of deals to be had that make it accessible. Maybe not as cheap as just bumming around in snow, but it's way more fun imo.
