I don't know about brutally hot, but I wear pants or bathing suit+3L rain pants, vented longsleeve button down+my 3L rain shell, hat, and skeeter head net in 35C with humidity in the backcountry. I usually do portage trips so on the big lakes you're generally free from mosquitos.
I'd rather sweat than get sunburnt and have a bunch of mosquito bites all over. As long as you drink a lot of water you're good. Also important to wear stuff that is quick drying, somewhat absorbent/wicking, and breathable as you can. Usually wear nylon or poly+cotton and have the weave/material thick enough to stop most of the bites.
I went on a 3 day trip with the brother of a friend who didn't follow this philosophy and his face swelled from all the bites, looked like a fat Mongolian. One of those types that uses 'all natural' remedies and shit, squirting grapefruit juice in his eyes.
