You might get some cheap land a ways from the coast, but that doesn't really mean much. Surf fishing isn't great in most of Mexico. You'll need a boat and probably a slip in a marina. There aren't a lot of marinas in Mexico, and they're also not cheap.
Yes, Mexico has building codes and you'll be required to follow them. Not because anyone actually cares what you build or how safe it is, but because Mexicans want their money in the form of jobs and licenses and taxes. You don't get to build there without spreading some money around. Yes, you will have property taxes, and yes, they will be more than Mexicans pay.
Mexico is quite a bit cheaper to build in and live in than the US, but that doesn't really mean much. The average anon on /out/ can't afford either country. I mean if you've got $400k to buy a house in Denver or $800k to buy in LA then mexico is a bargain. But let's be real- you guys don't have that. If you did you wouldn't be planning some dirt-poor commune of angry autists. You're not going to be allowed to camp out on an acre of land living in cardboard boxes and tin shacks in mexico, and even if you were allowed you wouldn't survive the heat and lack of water. You need several hundred thousand US just to start your project, and tens of thousands more per year to maintain it.
If you have some dreams of an extended rainbow gathering on public lands you're in for a rude surprise. Even the rainbow people have a hell of a time not getting arrested and they usually only occupy a place for a week or so. You'd have to be constantly moving camp, and even then you're going to run afoul of laws and fees. Also neither Mexicans nor Alaskans are particularly friendly to tramps and hobos. They pay good money to live there, they don't really want you living there for free.
