Found this odd rock, started cleaning it. Been pulling some rust off of it. Any help would be nice

Looks like iron slag rock. Heavy ferrous content hence you're seeing what you correctly assume is rust.

Wouldn’t that indicate however that the rock should show some sort of magnetic properties. Magnets are not influenced by this rock. Correct me if I’m wrong though

You can't really id minerals with occular inspection alone.

As >>1253508 says it could be some kind of iron bearing mineral given the rusty colour.

What you should do is

>Wash it to get rid of the worst dust
>Check for magnetism, strong ->magnetite, weak ->pyrrhotite
>Break of a piece to expose unweathered surface
>Check streak on a piece of porcelain
>Estimate volume and weight it to get density

It looks like an iron oxide concretion in sandstone/siltstone. I've found tons of similar things in out in east Texas.

If it actually IS anything like the stuff I've collected in east Texas, you are looking at lots of goethite with a little bit of hematite, and minor magnetite.
