Supposedly an electrical connection, I would guess its a sensor of some kind, perhaps seismic {There are salt mines under the great lakes, maybe pre warning for a cave-in?}, maybe a microphone, or to detect something in the water, perhaps oil spills {Maybe an oil pipe nearby or underneath}?
