The 'grey area solutions' I have seen are;
- Have registered addresd with friend or family member who also take care of your mail. (I think that's what most garden allotment people are doing)
- Rent an apartment then sublet with agency to cover costs. (there will be taxes associated)
- Register in another country that you are living there, and your home becomes your a holiday thing.

Everything ties in together. Americans will never understand the bureaucrazy here in Europe.
Your dwelling needs to be legal and habitable. Legal means built with a planning permit, in correct zone, and to standards. Ceiling must be 3.5 meters, extractor or window in every room, and correct materials, and thousands of little things like that. Blueprints must go to the correct authority and come from an architect's hand.
You will need to pay the property taxes which you can only do when your house has a valuation. But valuations is impossible on sn illegal building.
It cannot be a mobile home or a shed ever.
You will need a the certification to measure how energy efficiency of your home, and how much light is received.
The above rules out living in a converted garage lockup, which some people are doing.
You will need city electric and water both to prove you are a resident and to register that you are resident, which you cannot get if you don't have above correct permissions.
This laws is supposed to keep people safe snd stop old people from dying of cold but that still happens anyway.
