A decent budget pack that's not too big and not too expensive would be the Teton sports scout 3400, it's a 55L which is big enough to fit all your bulky budget gear without being too big or breaking the bank. That being said the pack does fit small, my friend has it and he's ~5'10 and the pack's hipstraps ride up on him so he has to pull them down once every 10 minutes
