I purposely bought a tent that can fast-fly (strip it down to poles, footprint and rain fly) so I have the flexibility of a full tent or a lighter weight shelter. Tarps make good minimal shelters as many /out/siders will attest to. It all depends on your surroundings and your individual comfort level.

To stay relevant. To Op's question, I have a go-lite poncho. It's not perfect rain protection but it's small and light enough to pack without it being an issue. I even sometimes just throw it in a cargo pocket in my pants for day hikes. The crapy rain gear you have on you is better than the super duper rain gear you leave at home.
It's a lot like carry guns in that regard.

I've been using Condor gear (softshell and fleece hoodie) for 3 years now and they still hold up to the weather and they still look great. The only thing I did when I bought each coat was look them over and cut off the loose ends (not loose like "oh god new jacket will fall apart" loose, just ends that aren't flush). It took me all of 15 minutes and neither coat has been a disappointment at all. The softshell is warm, more than water resistant and fits awesomely, and the fleece is warm, still sort of water resistant (like most fleece, after 20 minutes it just gets saturated) and cozy as fuck. My only complaint on the fleece is that the wind cuts through it like a cold knife, but I've never had a fleece that really withstood fast winds below -5 or 10C.

I'm sorry but even the most tinfoil-covered, well-packed bug out bag is not going to save you from situations where large portions of the population die or the government decides to do something nasty.
The whole concept of shit hitting the fan is that some event occurs which effects large swaths of people. Airborne pathogens will kill you before you get out of your area with you BOB, and the government will likely still be an asshole whenever you run out of all the shit you carefully packed away.
I think your lack of trust in your fellow man and general superior attitude is much more dangerous and shitty than the average charitable act while outdoors.
tl;dr just go outside and stop freaking out about nonsense.
