If you pitch a tent and light a fire in a nature reserve, you might get a fine of tenthousands of €. If you sleep under a tarp in a regular forest without a fire, you won't even break any laws.
Basically, you can camp anywhere that isn't fenced in, a forest or a nature preserve. And in forests you can camp as well, as long as you do not light a fire or pitch a tent (There also are some "trekkingplätze" which are exempt from those two rules, but they cost a few € per night and need to be booked beforehand).
