Why do 99% of "camping" cook sets on the market recommend you not put it on an open fire? Then how is it a camp stove?

I'm looking for a lightweight pot and pan kit that can be used over open flame that won't break the bank. A 1-2 quart pot would be fine and a pan large enough to fry fish.
