One time I got sick and had to call off work for like 3 days so they made me get a doctor's note. I popped into the urgent care just looking for them to confirm I was sick and write me a note. I walked out of there with 4 prescriptions they wanted me to take. I chose not to fill any of the prescriptions and just stayed at home and rested. I was better in about 3 days after that. If I had taken the medicine I'm sure I would have gotten better faster, and that's all most people seem to care about so doctors just prescribe a shitload of medicine to cure people as fast as possible.
No one ever wants to hear "Stay hydrated, rest, get lots of sleep and you'll be better soon." They want to hear "Take these drugs and you'll be better tomorrow." So doctors have learned to just cater to that. It's the easy solution. It's all about the path of least resistance. There's simply a higher chance of someone taking medicine than there is of them making positive changes for their health, such as resting, eating, or drinking properly.
tl;dr - Patients want easy, fast fixes and doctors want to guarantee that their patients will do as they're told so they get better. Prescribing antibiotics and other medications satisfies both parties and thus over-prescription becomes the norm.
