Some people like to gain qualifications, it's pretty much a necessity if you want to work as a guide. Otherwise, I wouldn't bother.
As for permits, none are required anywhere in europe or S. America afaik. Some are required in Alaska (easy enough to get), none required for other USA. As for himalayas, depends where you go.
As for skills, best to break it into chunks;
Learn to camp, cook outside, find/purify water.
Learn to navigate well, get from A to B safely, hike lots.
Learn rock climbing, ropework, how to place traditional protection (not just clip bolts).
Learn to be safe on snow, maybe how to ski, how to climb mixed ground and ice.
That about covers it.
