Here a combo small game + fishing license is $17 (just hunting is $11, just fishing is $7). Covers everything but permit-only game (deer and turkey) and waterfowl. If you will be hunting PUBLIC land you also need a $7 habitat stamp to hunt anything.

You can then specify what season you want (bow, rifle, alt-methods) Once you have one of those, you can then buy an unlimited number of antlerless-only tags for an additional $5 each for any season. If you don't get an antlered deer in the season you bought the tag for you can pay a $3 re-issue fee to convert that tag over for the next method-season (so if you're skunked in archery you only pay $3 to try again in rifle).

We also have a modest population of edible "varmint" game that require zero permitting or licensing and can be killed 24/7/365 via any method. The one most people go with is hogs since not many people even know woodchuck are edible, and I guess possums are technically edible but...no thank you.
