The reasonable conclusion of this is that the bombings hurt Ted's cause, hurt people, and were generally bad for everything. You could also make the argument that Ted's ideology was hypocritical in that respect since his goal was at least partly to reduce human suffering yet he went ahead and killed people anyways, though that's got a bit more nuance to it than the "bombs are bad" point.
I'm not gonna sit here and go through his entire manifesto both because that would take ages and because ideologies can have elements that are right and elements that are wrong coexisting within them. Only a sith deals in absolutes.
