But really, depends on how clear the water is, if it's like chocolate milk and the pond is under a lot of pressure you probably won't catch anything except on night crawlers or red worms off a drop shot near the bank / docks / fishing access.
if it's relatively clear and not chock full of weeds then you can throw your paddle tail worms and bright colored senkos, texas rigged, how effective texas rigged worms and other stick baits are depends completely on how pressured the pond is. under a lot of pressure you're going to want craws instead. if it's not too pressured you can throw those worms and maybe even get something on a lizard.
some people say jerk baits are the summer secret. I think those people are full of 45 heaps of shit. summer bass, especially in shallow water are sluggish as fuck and aren't going to go out of their way to choke a chatter bait, a spinner, a crank - lipless or not -, or a swim bait. Throw a frog or popper if you feel like being reminded of how futile your efforts are in the form of lines in the surface muck on the pond.
as for times to fish, dawn > day > power gap > dusk > night. you can predict that fish will come in shallow some time between evening and sun-up, but you won't ever predict when they come in shallow, but you can know that as the sun comes up the fish are already somewhere near the bank, if off the bank is how youre fishing.
