Having good night vision is as big of an advantage in the night as having eyes at all is during the day. Monocular night vision like a PVS 7 or 14 eliminates binocular vision, which takes experience to overcome. I prefer the PVS14 to the PVS7 because an uncovered eye can still see at least a little in all but the darkest locations, so it's a little easier to move confidently.
How legal it is to use varies. Wearing nvgs while carrying a gun while not on a firing range is considered to be attempted poaching in some places.
