Only by landmass. Much like California, Denver (which is 90%+ blue) can outvote the rest of the state combined. Except it doesn't have to because any town with more than 25k people has historically voted democrat.

Got a source on these cause those seem like way overblown stats. The entire southwest has a large Spanish speaking population, but even AZ (border state with 7 million ppl, 91% live in urban areas) has less than 40% of its population that speaks both Spanish and English at home with less than 5% speaking only Spanish. And New Mexico (highest concentration of Hispanics as part of a states' population) is a bit over 50% Spanish and English speakers but with only 2 million ppl. Colorado (5.6 million ppl) has less Hispanics and Spanish speakers than AZ and roughly the same amount as NM.
