Because it's really not a big thing to claim "we spend more than anyone else" when you are 3rd most populous country on the planet. Problem rises when you divide that sum on number of students and suddenly third world shitholes spend more per student than Americans do. And that's the only value that really matters.
By the way - Chinks already spend more for past 3 years. And at this pace, by 2021, they will spend also more per capita, despite, you know, having roughtly 5 times as many school kids.
