Most of it is knowledge-based where a group or two inform the public. Most of the actual prevention of fire spreading is done by private properties/companies protecting their own lands. Most of the laws, for the people, is to prevent their chimneys from catching nearby stuff on fire, but not preventing the structure from catching fire from a wild fire.
The government does make firebreaks, but most of them are pretty worthless and not maintained properly. Mostly because it is costly and no one gives a shit about paying for it since people have selective memories about the last fire and thing "it won't happen to me, why spend another $10 million on brush cutting?" Basically, the firebreaks are way too narrow and need to be 3-5 times wider.
So, to manage it properly, they'd need more money which won't happen to the point where it is worth anything.
