For Instance:
I live in Texas (I know, crazy-town) , and we recently allowed open-carry handguns. Yet, you will rarely see anyone openly carrying weapons, as it's not a smart idea. The law was passed more in reference to protecting folks who had jackets blown up by wind, or were wearing tighter clothes than they realized, and the print of the firearm showed.
The same concept happened with our recent edged weapon law. We can now "technically" carry swords, but nobody is really doing that. You might see some CSA nut wielding a cavalry saber for his event, but it was more to allow hunting knives in trucks, and other vehicles.
