I can only think that you've never gone backpacking before, or if you have, you weren't paying attention. There is no way to 100% keep your feet dry, since you perspire while exercising. There is also no such thing as a rainy environment that never sees the sun. Your feet are going to get wet and they're going to dry out many times through your trip. The key is how effectively you can accomplish the latter task. A campfire helps. Warm sunlight helps too.
Some people go minimal, with mesh topped trail runners or even sandals. Mesh boots make a world of difference over leather or Goretex, but you need to understand that you're going to get wet in light rain a lot easier with mesh shoes or boots. At least in short rains, the Goretex boots will keep your feet from soaking out while walking in puddles on the trail.
The amount of daylight and temperature do both play a part as well. Since you chose to be cryptic in your question by describing it as "a very rainy environment this spring," I feel like it would be a waste of my time to speculate on possible strategies you might make use of on your trip. Hopefully you can clarify, but if not, best of luck on your trip.
